Man Charged in Mass Shooting on CTA Blue Line, Resulting in Four Deaths


Forest Park, IL– A 30-year-old man from Chicago, Rhanni Davis, was charged on Tuesday in connection with a mass shooting on a CTA Blue Line train that resulted in the deaths of four people. The incident occurred early Monday morning in the suburb of Forest Park.


Forest Park Police, in collaboration with Cook County State's Attorney Kim Foxx and CTA President Dorval Carter, announced the charges. Davis faces four counts of first-degree murder.


The tragic event took place as the Blue Line train was approaching the Forest Park terminal around 5:30 a.m. Three victims were pronounced dead at the scene, while a fourth succumbed to injuries at a nearby hospital. Authorities have identified three of the victims: 28-year-old Simeon Bihesi, 60-year-old Adrian Collins, and 64-year-old Margaret Miller. The fourth victim, a 52-year-old man, has yet to be named pending family notification.


Autopsies revealed that Collins died from a gunshot wound to the abdomen, Bihesi from multiple gunshots, Miller from a gunshot to the head, and the unnamed victim from multiple gunshot wounds. All deaths have been classified as homicides.


The shooter was identified through CTA surveillance footage and apprehended later Monday morning on a Pink Line train at the California Avenue stop in Little Village. A 9mm Glock 43 handgun with six rounds was recovered from Davis, according to Forest Park police.


Investigators believe the shooting began near the Harlem station, one stop before the train reached the Forest Park terminal. At the time of the attack, Davis was wearing a mask. The victims appeared to have been asleep, and police stated that there was no indication the shooter knew the victims or attempted to rob them, suggesting the attack was random.


State's Attorney Kim Foxx acknowledged the severity of the incident, emphasizing the need for answers, although the motive remains unclear. "This was a horrific act, and we are still searching for answers," she said.


CTA President Dorval Carter expressed the agency’s commitment to safety, assuring riders that the CTA is doing everything possible to protect passengers and employees. Carter also discussed ongoing efforts to address homelessness on the CTA, highlighting partnerships with social service agencies.


The entire incident was captured on CTA cameras, and the footage is expected to play a crucial role in the investigation. Legal experts have noted the rarity of such an event occurring on public transit and the challenge of defending such actions, particularly given the clear video evidence.


Davis has a prior criminal record, including a 2014 conviction for battery and a 2020 guilty plea for disorderly conduct. If convicted of the current charges, Davis faces a life sentence without the possibility of parole. Legal analysts suggest that an insanity defense may be the only viable option for Davis, considering the circumstances.


The mass shooting has further intensified scrutiny of CTA President Carter, who has faced calls for resignation since May. The Forest Park Blue Line terminal has been an ongoing concern for law enforcement, with problems in the area persisting for years.


Although officials have not confirmed whether the victims were homeless, the Chicago Coalition to End Homelessness indicated that most, if not all, of the victims were likely experiencing homelessness. The organization emphasized the need for greater societal support for vulnerable populations.


Davis is scheduled for a detention hearing on Wednesday at the Maybrook Courthouse in Maywood, where more details about his criminal history and the case will be disclosed by prosecutors.
