Suspect Jason Billingsley arrested in Baltimore tech CEO's killing

Authorities in Maryland have apprehended Jason Dean Billingsley, 32, in relation to the murder of Pava LaPere, 26, the CEO of EcoMap Technologies. LaPere was found dead from blunt force trauma in her Baltimore apartment, and there's no clarity on any prior relationship between her and Billingsley.

Baltimore Commissioner Richard Worley acknowledged the pain of LaPere's family and hopes the arrest brings some closure to the city and victims of all related crimes.


Further details revealed that LaPere was discovered on her building's rooftop with injuries to her head and face. She was presumably killed on Friday, with surveillance footage capturing her granting Billingsley access to the building. Besides the murder, Billingsley is also tied to an attempted murder, arson, and rape case from September 19.

In the latter case, Billingsley, familiar with the victims, posed as maintenance personnel before violently attacking a woman and a man. The crimes, according to Worley, were targeted, not random, leading police to not immediately notify the public.



Worley explained that announcing Billingsley as a suspect would push him to go into hiding, which is precisely what transpired. Tracking devices pinpointed his location, which was within proximity during a press briefing.


Billingsley's criminal history includes a 2015 sex offense conviction. He was released in October 2022 due to "good-time credits" for good behavior and education, a provision under Maryland law. This stirred controversy, with Baltimore's Mayor Brandon Scott and City State's Attorney Ivan Bates commenting on the system's potential flaws that allowed his release.

LaPere's family reminisced about her unique understanding of people, her love for Baltimore, and her dedication to her work. EcoMap Technologies also mourned her loss, praising her vision and leadership.


The circumstances surrounding the tragic events led to questions about the efficacy of the criminal justice system in handling such cases.
